Lines, Ltd., and SCHWENK Latvija SIA, announces the initiation of a market consultation to assess the interest and potential demand for the planned Klaip\u0117da CO\u2082 terminal. <\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The terminal will form a key part of a broader cross-border carbon dioxide (CO\u2082) transport and storage value chain being developed across the Baltic States. The project (hereinafter \u2013 the Project) aims to establish the first <strong>CO\u2082 capture, transport, and storage (CCS) value chain<\/strong> in the Baltic region, contributing significantly to the <strong>EU\u2019s 2050 climate neutrality targets<\/strong> and addressing the lack of existing infrastructure in Lithuania and Latvia. <a href=\"https:\/\/ccs-baltic.eu\/lt\/2024\/05\/16\/the-european-commission-grants-pci-status-to-co2-value-chain-project-developed-by-ccs-baltic-consortium\/\">The Project has been awarded Project of Common Interest (PCI) status by the European Commission<\/a>, recognising its strategic cross-border significance. The CCS Baltic Consortium has been awarded project <a href=\"https:\/\/ccs-baltic.eu\/lt\/2025\/02\/03\/445\/\">funding under the Connecting Europe Facility (CEF) Energy program<\/a> in the beginning of 2025. The European Commission will contribute more than EUR 3 million for the CO2 terminal technical and commercial studies. The targeted commercial operation date (COD) for the Klaip\u0117da CO2 terminal is 2030, with a Final Investment Decision (FID) planned for 2027. The project is currently in the pre-FEED phase, with FEED studies expected to commence in the first quarter of 2026. This phase will build on insights gained during the earlier studies to further refine the technical design specification of the planned infrastructure.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"642\" height=\"194\" src=\"https:\/\/ccs-baltic.eu\/wp-content\/uploads\/2025\/06\/CCS-value-chain-June.png\" alt=\"\" class=\"wp-image-486\" srcset=\"https:\/\/ccs-baltic.eu\/wp-content\/uploads\/2025\/06\/CCS-value-chain-June.png 642w, https:\/\/ccs-baltic.eu\/wp-content\/uploads\/2025\/06\/CCS-value-chain-June-480x145.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 642px, 100vw\" \/><\/figure>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Objectives of the Market Consultation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of this consultation is to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assess the <strong>interest of industrial CO2 emitters and other market participants<\/strong> in using the planned infrastructure;<\/li>\n\n\n\n<li>Understand potential users\u2019 <strong>volumetric needs, operational patterns, and timeframes<\/strong>;<\/li>\n\n\n\n<li>Support the design of the <strong>CO\u2082 terminal in Klaip\u0117da<\/strong>, including buffer storage, marine and land-based loading\/unloading systems;<\/li>\n\n\n\n<li>Identify potential partnerships and synergies across the CO2 value chain;<\/li>\n\n\n\n<li>Evaluate preliminary interest in long-term agreements.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Klaip\u0117da liquid CO\u2082 terminal will be designed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Serve as a <strong>multimodal import\/export hub<\/strong> with initial design capacity of <strong>up to 2.8 million tonnes of CO\u2082 per annum (Mtpa)<\/strong>;<\/li>\n\n\n\n<li>Include <strong>buffer storage<\/strong> and <strong>flexible reception systems<\/strong> for liquid and\/or dense CO\u2082 delivered by pipeline and\/or by rail tank wagons and semi-trailers;<\/li>\n\n\n\n<li>Feature <strong>marine vessel interfaces<\/strong> for international shipments to offshore permanent storage sites.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Scope of the Consultation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a non-binding consultation, primarily targeting industrial CO\u2082 emitters in sectors such as cement, chemicals, and energy.
