The Environmental Protection Agency (EPA) has approved the Environmental Impact Assessment (EIA) programme for the planned carbon dioxide (CO\u2082) transshipment terminal to be developed on the premises of KN Energies in Klaip\u0117da. Comments and proposals on the EIA programme were submitted by members of the public and the authorities involved in the EIA process.<\/strong><\/p>\n\n\n\n The Environmental Protection and Planning Department team at Sweco Lietuva, the contractor carrying out the EIA, is continuing its work by assessing the potential impacts of the construction and operation of the CO\u2082 terminal in Klaip\u0117da on the environment and public health. The assessment is being conducted in accordance with the approved EIA programme, which defines the scope of the assessment and the areas to be examined.<\/p>\n\n\n\n The EIA report currently being prepared will present the results of the assessment and, where necessary, identify measures to prevent and mitigate potential adverse impacts. The preparers of the EIA documentation also note that the public will be informed once the EIA report has been completed and will have an opportunity to review it and submit comments and proposals.<\/p>\n\n\n\n The CO\u2082 transshipment terminal plays a key role in the CCS Baltic Consortium project, which aims to establish the first, open access CCS (carbon capture and storage) value chain in the Baltic States. KN Energies acts as the project coordinator and partner within the consortium. Other consortium members include Lithuanian cement producer Akmen\u0117s cementas, Latvian cement producer SCHWENK Latvija, Japanese shipping company Mitsui O.S.K. Lines, and Norwegian ship management company Larvik Shipping.<\/p>\n\n\n\n The members of the CCS Baltic Consortium will ensure the operation of the entire CCS value chain \u2013 from CO\u2082 capture at cement plants, transportation and liquefaction to safe transshipment onto vessels at the planned terminal in Klaip\u0117da and onward transportation to permanent storage sites beneath the North Sea seabed.<\/p>\n\n\n\n \u201cThis will be the first infrastructure of its kind in the Baltic States, creating the conditions for the rapid decarbonisation of industry in Lithuania and across the region. It will enhance the region\u2019s competitiveness by supporting the modernisation of industrial companies, create new jobs, contribute to Lithuania\u2019s climate neutrality targets, and attract new investment and innovation to Lithuania,\u201d says R\u016bta Tum\u0117nien\u0117, Head of New Energy Sources at KN Energies.<\/p>\n<\/blockquote>\n\n\n\n On 27 May 2026, the Government granted the CO\u2082 transshipment terminal in Klaip\u0117da the status of a project of national importance. In 2024, the European Commission granted the CCS Baltic Consortium project Project of Common Interest (PCI) status, recognising it as an important cross-border infrastructure project that makes a significant contribution to the implementation of the European Union\u2019s (EU) energy policy and climate objectives. The project is partly co-financed by the EU under the Connecting Europe Facility (CEF) Energy funding instrument.<\/p>\n\n\n\n The CO\u2082 transhipment terminal in Klaip\u0117da is scheduled to begin operations in 2032.<\/p>\n\n\n\n The updated EIA programme for the CO\u2082 transshipment terminal is available here:<\/p>\n\n\n\n\n
